Does anybody remember the history that marijuana criminal defense attorney Tom Dean gave us for the reason that the "25 mile limit"was included in Prop 203. Prop 203 was the initiative that became Arizona's Medical Marijuana Act. I think that MPP or the Marijuana Policy Project wrote Prop 203. The "25 mile limit" is the section that says medical marijuana patients can only grow marijuana if they are 25 miles or more from the nearest medical marijuana dispensary. The story I remember Tom Dean told us was that when they had the initiative reviewed by the Arizona Legislative Council that they stuck the "25 mile limit"in the review. And that it after that it was accidentally placed in the official version of Prop 203? I think Tom Dean said they never intended for the "25 mile limit" to become part of Prop 203.
To get to the bottom of who created the 25 mile limit I made a request for public records to Mike Braun at the Arizona Legislative Council. If it happened like I thought marijuana criminal defense attorney Tom Dean said, we should have have Prop 203 being reviewed by the Arizona Legislative Council without the 25 mile limit it it. And then then after the Arizona Legislative Council reviewed it, Prop 203 would have had the 25 mile limit in it. The Arizona Legislative Council is the government entity that will review voter initiatives for constionality and stuff for free. I think Mike Braun is the guy that runs the Arizona Legislative Council.
