The signs say it is illegal for [homeless people] to bathe, brush their teeth, groom, shave or do other things.

The law looks real, and cites a real Tempe law.

The only problem is the law is imaginary and doesn't apply to either the Tempe Library or the Tempe Transit Center. The law which is cited makes it illegal to do all these things in the lakes and canals in the Tempe City Parks.

No such law exists which makes it illegal to do these things in any public restroom in the Tempe Transit Center or Tempe Public Library.

Bathing

Brushing Teeth

Washing Clothes

Grooming and Shaving

Unsanitary Activities

Any person that violates this ordinance will no longer be allowed in the facility

Tempe City Code Chapter 23 Section 23-40

Now if you go to the Tempe City Code the law is in the Parks and Recreation section of the code. Not the Tempe Library section, or Tempe Transit section.

(a) The following activities are prohibited in all city parks, unless otherwise posted:

(5) No person shall use any water source at any city park or city-owned property for swimming or bathing, animal swimming or bathing, washing clothes, cleaning fish or other unsanitary activities, except at places designated for such activities;

Just to make sure that the Tempe Public Library and the Tempe Transit Center are not "parks" here is a list of the Tempe City Parks and neither the Tempe Library nor the Tempe Transit Center is on the list of these parks.
