Public Access Computer Terms of Use

  • Use of this computer is permitted under the terms of the Tempe Public Library “Acceptable Use of Electronic Information Resources and the Internet” policy, which is available for viewing on the Library’s web site at tempe.gov/library or at any public service counter in the Library.
  • Computer users shall not attempt to download, install, or execute any computer program not authorized in advance by Library staff. This includes programs executable from any removable device.
  • Flash drives or other USB peripheral devices may be attached to computers for the purpose of retrieving non-executable data from, or transferring data to, those devices. Computer users shall not attach any other type of hardware to any computer workstation without the express permission of the Library staff.
  • Computer users shall not tamper with computer software settings or with computer placement and/or cabling.
  • In accordance with Arizona law (A.R.S. §13-3507, as it may be amended) and Library policy, computer users shall not use the Library’s computer systems for the public display of explicit sexual materials or for the purpose of participating in gambling activities.
  • Parents and guardians are responsible for monitoring the content of internet sites accessed by their children.
  • Computer users should be aware of the possibility that data transmitted over the Library public network may be targeted for interception by untrustworthy or malicious third parties, and should avoid transmitting any confidential information unless they are confident that the remote site with which they are communicating provides its own security mechanism such as SSL encryption. An SSL encrypted web site is usually indicated by a small padlock symbol displayed in the browser window.


Wow, it's a FELONY to display images of dirty pictures on public libraries in Arizona!!!! For that matter it's a felony to do it in any public places in the state of Arizona!!!!

And just what are "dirty pictures"?

... any drawing, photograph, ... object ... which depicts human genitalia or depicts or verbally describes nudity, sexual activity, sexual conduct, sexual excitement

And just what are "public places"?

... [any place] easily visible or readily accessible from a public thoroughfare, from the property of others, or in any place where minors are invited as part of the general public.

Based on those definitions I guess it is a felony to look at a lot of the posts that are displayed on my cell phone when I check my Facebook messages at McDonalds.

And I bet those Latino "yerberia" stores which sell religious items and health foods are guilty of a felony for keeping those cool penis shaped candles on display. Just Google "penis candles" to see what I am talking about.

Jesus, I guess those government nannies who wrote that silly little law have a lot of extra time on their hands. And of course are a bunch of myopic tyrants who don't find flushing the 1st Amendment down the toilet.

13-3507. Public display of explicit sexual materials; classification; definitions

A. It is unlawful for any person knowingly to place explicit sexual material upon public display, or knowingly to fail to take prompt action to remove such a display from property in his possession or under his control after learning of its existence.

B. A person who violates any provision of this section is guilty of a class 6 felony.

C. For the purposes of this section:

1. "Explicit sexual material" means any drawing, photograph, film negative, motion picture, figure, object, novelty device, recording, transcription or any book, leaflet, pamphlet, magazine, booklet or other item, the cover or contents of which depicts human genitalia or depicts or verbally describes nudity, sexual activity, sexual conduct, sexual excitement or sadomasochistic abuse in a way which is harmful to minors. Explicit sexual material does not include any depiction or description which, taken in context, possesses serious educational value for minors or which possesses serious literary, artistic, political or scientific value.

2. "Public display" means the placing of material on or in a billboard, viewing screen, theater marquee, newsstand, display rack, vending machine, window, showcase, display case or similar place so that material within the definition of paragraph 1 of this subsection is easily visible or readily accessible from a public thoroughfare, from the property of others, or in any place where minors are invited as part of the general public.
