Chandler businessman spent $7.3M in employees' tax withholdings on cars, homes and travel

A Chandler businessman who handled payroll for small companies has pleaded guilty to taking $7.3 million that was supposed to go to his clients' Social Security, Medicare and federal income-tax payments, according to a plea agreement reached with the U.S. Attorney's Office.

William Dorsey, 55, began taking the money in 2011 while at the head of Pinnacle Employee Group, a human-resources outsourcing firm, the agreement stated. He also ran the scheme through Pinnacle Planning Group, Oklahoma Employee Group and Silverleaf Benefits Company until at least 2014, the document said.

"Instead of paying amounts withheld and collected over to the IRS, as he was obligated to do, Dorsey kept a significant portion of the funds for himself," according to the plea agreement.

He spent the money on homes, cars, travel and his other businesses, the document said.

An attorney for Dorsey declined to comment. Phone numbers listed for Pinnacle Employee Group and Dorsey's home were disconnected.

Dorsey's tax evasion is one of the largest in Arizona, said Brian Watson, a special agent with the Internal Revenue Service criminal investigation unit.

"Over the past few years, our agency has recommended prosecution on numerous employment tax investigations in Arizona," he said in a statement. "This one stands out based on the dollar figure in excess of $7 million."

The plea agreement calls for Dorsey to pay restitution of $7.3 million and to submit correct documentation to the IRS for all of his clients or, if he does not have the documents, to notify each client of the need to correct the record.

A judge is scheduled to sentence Dorsey on April 30. He faces up to five years in prison.

Dorsey is listed on Arizona Corporation Commission records as an officer of Advanced Infusion Inc., the Arizona Vandals Baseball Club, Brownstone Companies Inc., Icon Imaging LLC, Light Your Flame Productions LLC and Porcupine Creek LLC.
