I suspect that the city of Tempe is paying thousands of dollars to the artists that created this art work on irrigation ditches or irrigation canals.
I also wonder if the city of Tempe and the artists that created the artwork got legal permission from SRP or the Salt River Project to put the art on the irrigation ditches.
Like most government corruption I suspect the process works like this.
1) An artist bribes a Tempe City Councilman with some cold hard cash.
I'm sorry, did I say "bribe", I man an artist gives a large gift of cash called a "campaign contribution" to a Tempe City Councilman and in turn gets an award to do art work on an irrigation ditch or canal.
2) Next an award to do art work on an irrigation ditch or canal goes to the artist who gave the "bribe" or "campaign contribution".
Abd boys and girls that's how good government works.
I have included 3 of these irrigation ditches or irrigation canals that have this art work on them.
The first one is on 10th Street, just west of Mill Avenue & 10th Street.
The second one is on College Avenue a little bit south of Broadway between Apei Drive and Palmcroft Drive. It's in an alley on College.
The 3rd and last one is on Alameda Drive between Mill and Rural next to Ventura Drive.
